Commercial banks in the United States and Europe are being more circumspect about lending. Vigorous capital markets are emerging in the fast-growing economies of Asia-Pacific and the Middle East. Airplane leasing companies can no longer depend on ready capital from their parent companies. And export credit rules are in flux.
